This has nothing to do with your balance, or your accounts with the bank. This is the bank wanting to persuade you to do more business with them. Of course you are correct, this is harrassment and they cannot do that to you legally and morally (I can't say much for the morals of banks though).
Recently, the telecoms regulator Ofcom served Barclays the highest fine ever for cold calling customers, at £50,000. If your name is down on the national telephone preference service as not wanting nuisance calls, and you are still receiving them, that company can be fined £5000.
1. Make sure the bank is aware that you don't want them to correspond with you by phone.
2. Register with the Telephone Preference Service here, and if you continue to get calls from them, Ofcom will show you how to put a complaint in to them here.
