Government Reverses Course on Winter Fuel Allowance Cuts: What Pensioners Need to Know

If you are wondering whether you will get the winter fuel allowance this year, you are certainly not alone. Changes to the rules have left plenty of people unsure whether they qualify, need to apply or could receive money that is later taken back.

The payment’s official name is Winter Fuel Payment, although it is often called the winter fuel allowance. This guide explains entitlement for winter 2026/27, including how much you could receive, when it should arrive and when you need to make a claim.

Winter fuel allowance: the essentials

  • Age cut-off: born on or before 27 June 1960.
  • Location: usually living in England, Wales or Northern Ireland. Scotland has a separate payment.
  • Amount: between £100 and £300 per eligible person, depending on circumstances.
  • Income rule: HMRC recovers the payment if your individual income exceeds £35,000.
  • Payment timing: most payments arrive in November or December 2026.

Who is entitled to winter fuel allowance in 2026/27?

You could qualify for Winter Fuel Payment if you were born on or before 27 June 1960 and usually live in England, Wales or Northern Ireland, subject to the remaining eligibility conditions.

The qualifying week for this winter was 21 to 27 September 2026. Your circumstances during that week help determine your entitlement and payment amount.

Check your exact birth date. With State Pension age changing, simply assuming that everyone aged 66 qualifies could give you the wrong answer. For winter 2026/27, the official cut-off is 27 June 1960.

People who usually live elsewhere do not qualify simply because they were visiting England, Wales or Northern Ireland during the qualifying week. Check the official eligibility rules if your residence or circumstances are unusual.

Do you need Pension Credit to get Winter Fuel Payment?

No. You do not have to receive Pension Credit to qualify for Winter Fuel Payment in 2026/27.

If you remember the tighter rules introduced for winter 2024/25, do not assume they still apply. Check this winter’s age, residence and income rules instead.

Pension Credit is a separate benefit with its own eligibility conditions. Receiving it can affect how Winter Fuel Payment is allocated in some households, but claiming Pension Credit is not a requirement for everyone receiving the winter payment.

How much winter fuel allowance will you get?

Your payment depends on your birth date, who you lived with during the qualifying week and whether certain benefits apply.

The following table shows the usual amounts where you do not receive Pension Credit, Universal Credit or income-related Employment and Support Allowance.

“Up to £300” does not mean £300 for every pensioner. Sharing a home with another eligible person can change your individual payment. Check your own circumstances before budgeting for a particular amount.

What if you receive one of the listed income-related benefits?

If you and your partner jointly claim Pension Credit, Universal Credit or income-related Employment and Support Allowance, one of you receives £200 if both fall within the younger birth-date band, or £300 if one or both were born before 28 September 1946.

If you receive one of these benefits outside a joint claim, the payment can be £200 or £300 according to your birth date. Care home rules are different.

How does the £35,000 income rule work?

The £35,000 threshold applies to your individual income. Your partner’s income is not added to yours.

If your own income exceeds £35,000, HMRC will recover your Winter Fuel Payment. This usually happens through your tax code, or through your tax bill if you complete Self Assessment.

Example: a couple with £40,000 combined income

If each partner has income of £20,000, neither exceeds the individual £35,000 threshold simply because their combined income is £40,000. Each person still needs to meet the other eligibility conditions.

At exactly £35,000, you have not exceeded the threshold. Above it, your payment is recovered in full rather than gradually reduced.

Do not check only the amount arriving in your account after tax. The official checker asks about expected income before deductions. If you are close to the threshold or have several income sources, use HMRC’s income guidance and checker.

Receiving the money does not necessarily mean you can keep it. Keep your payment letter and read any HMRC correspondence about recovery.

Do you need to apply for Winter Fuel Payment?

Most eligible people receive it automatically.

You do not normally need to claim if you receive State Pension or another payment listed in the official guidance, such as Pension Credit, Attendance Allowance or Personal Independence Payment.

If you receive none of the listed payments, you need to claim if either:

  • You have never received Winter Fuel Payment before.
  • You have deferred your State Pension since your last Winter Fuel Payment.

Deferring your State Pension is a useful reason to check the claim rules. Do not assume that Winter Fuel Payment will arrive automatically if you are not receiving any of the other listed payments.

  • Telephone claims: open on 19 October 2026.
  • Claim deadline: 31 March 2027.

When will winter fuel allowance be paid?

Most Winter Fuel Payments arrive in November or December 2026.

Eligible recipients should receive a letter in October or November. It should explain how much you will receive and which bank account will be used, usually the account where your State Pension or other benefits are paid.

No letter or payment? If you have not received a letter, or the money has not arrived by 27 January 2027, contact the Winter Fuel Payment Centre. If you already know you need to claim, apply through the official route rather than waiting for January.

Can you get Winter Fuel Payment in a care home?

Living in a care home does not automatically rule you out.

However, you will not qualify if both of these conditions apply:

  • You receive Pension Credit, Universal Credit or income-related Employment and Support Allowance.
  • You have lived continuously in a care home from 29 June 2026 or earlier.

Eligible care home residents receive £100 if born between 28 September 1946 and 27 June 1960, or £150 if born before 28 September 1946.

Other circumstances that can affect entitlement

Other exclusions cover certain long stays in hospital receiving free treatment, imprisonment throughout the qualifying week, residence outside England, Wales or Northern Ireland, and immigration conditions restricting access to public funds.

What happens in Scotland and Northern Ireland?

Scotland: a separate payment

Scotland uses Pension Age Winter Heating Payment, administered by Social Security Scotland, instead of Winter Fuel Payment.

Payments start in November 2026 and continue through winter. Social Security Scotland advises contacting it if you have not been paid by the start of March 2027.

Northern Ireland

Can you still opt out of Winter Fuel Payment?

The opt-out window for winter 2026/27 has closed.

If you receive the payment and your individual income exceeds £35,000, HMRC will recover it through the tax system.
